Bio: Now we can see where the HRM gets a good portion of it’s money from . Everytime you sink credits into the slots or other tables in Vegas you are funneling money right into the terrorists hands. This man has his hands in Las Vegas big time. He is like the Warden in being a crime boss, just this gangster is old school Vegas. He basically owns the strip and lets the Warden operate inside his city. Needless to say most elven tourists wind up being a statistic to the cities murder rate and Since Puppet Master basically owns that city the murders are not investigated or if they are it’s ruled gangland violence or wrong place wrong time. I still wonder why any elven family would even dare to step foot into Las Vegas knowing that the elven murder rate is off the charts and the cases go unsolved.

      You see the cities lawmakers are powerless to act since the Puppet Master and the Warden basically control the cities life blood, the strip and the Hoover damn. This gives them full and complete leverage over the Mayor, city council, and legislators. This city also being in a NAN region also means that the UCAS is powerless to step in and stop these killers. The NAN could care less for the elven killings as long as none of their citizens are targeted. A native elf is not even safe, since the NAN frowns on most metahumans, though not openly of course. So this gives the Puppet Master full reign to do whatever he wants and even openly recruit for John within the city limits.

      The Puppet Master is just a business man, so he should be an easy target to remove and bring justice to all the elves he has had executed.
