Wasteland Outlaws
“It’s been said that war never changes, men do through the roads they walk…….we once wore flags on our back, we once marched in step with our patriotism and love for god and country. Now we march alone, we walk the roads forgotten as outlaws of the wastes….we stand alone, we fight alone, we forge our own history and we will never again be blinded by the lies of government; for we are the couriers, we are the wasteland outlaws, and we will tear down the system one faction at a time……..as it has been said War Never Changes…….Only Men Do.”
Spoken by General Maxwell Irving ret. (Also known as Courier Number 17 or simply Caps)
General Irving served the US Army during the days before the great fall and was responsible for the launching of the warheads to annihilate the communist threat that had invaded America, he served the NCR proudly for years after the bombs within the glowing sands and aided in the development of many cavillations through his leadership and the roads he walked. He wore the Bear on his back and felt the weight of his call to duty everyday as he gazed upon the wasteland that he is partially responsible for. Now this once highly decorated and beloved officer of the old world has turned his back on those he once served and walks the wasteland an outlaw, he serves no faction, he serves no tribe, he serves no government, he serves only the Couriers as only the flag of Old World Blues drapes from his coat a steady reminder of what was lost in a moment of hysteria and panic.
Irving stands alone as the most hated man within the wastes, he has walked from coast to coast, he has made enemies wherever he roams and he cares nothing for the sanctity of law and order. He is scene as nothing more then the Gatekeeper of Armageddon, he holds the keys to our destruction, he mans the gates of the Apocalypse and he fears no man, no beast, no government, and no tribe. He walks the wastes as a ghost of the old world and is a constant reminder of how War Never Changes only Men Do, and he has changed for the worse. Though some say for the better Irving walks alone with simply a number and his brothers and sisters within the couriers, he walks within the shadow of the old world and remains a memory of the worst side of the new world.
The man that helped found the NCR, served with the NCR Rangers and would be the New Worlds first Chief of the Rangers is now nothing more then the betrayer of the NCR and the destroyer of mankind. He walks with no allegiances, no loyalties, and no honour he was touched by the glowing sands of the waste and has once returned to walk the long road home and now he has returned to the wasteland to remind us that the War of the Couriers hasn’t been concluded……and it will be those that walk in the shadow of the Old World and wear the flag of Old World Blues that will define the future for all of humanity, they walk alone and they walk the roads forgotten, they are the relics of the Old World, and they will once again rewrite history and set the stage for our future.
“This is General Maxwell Irving of the US Coalition, I know I am last voice you wanted to hear interrupt your morning meal but I must state that the warheads have been launched and I only hope that you have found safety within a vault by now or with a heavy heart I state that this is the last day of the world we once knew and may have mercy on all of us and let he not judge me for my actions on this our day of judgement……” hid message would end with the automated tones of the emergency broadcast system warning the people to get to safety and to not panic on this the day of judgement. His voice was the last thing countless citizens would hear before being scorched alive by nuclear fire, or suffering under the poisonous glow of radiation.
General Irving is still taught about today and discussed within the civilizations as a steady reminder of what was to become, as much as he is loathed and feared within the Wastes for what he was to become he is loved for who he once was……the man that held the key to the apocalypse and the man that would end the third world war, the man that spared humanity it’s extinction and would rise up to be a man that many could look upon as a hero, a man that helped build an empire and one that showed compassion in those the end days as he took time out of heading to safety to broadcast a personal warning to all those that could hear his words on that Sunday morning.
His words still are hung with honour within many homes and many can quote his message of “Lest not be judged in this our day of judgement” and many others as he would be heard over the vault radio systems in those early days of judgement. While the other government leaders stayed silent, while the other world leaders simply left us to our own vices, Irving showed that he was a real statesman and a real humanitarian as he kept us informed and up to date during those trying times. He held his fireside chats with the people over the broadcast systems from within his bunker in Hopeville, I remember my grandparents speaking of how they used to all gather in the cafeteria to hear the words of General Irving….even if it was nothing but him reading from a novel as he had nothing new to report, they said it would be his kindness, his compassion and his spirit that would keep the vaults moving and keep the morale high even in the darkest of times.
Then one day Irving would simply go silent and everyone feared the worst, they feared that the voice of the Old World had passed on and they would never again be given direction and compassion from the old man from Brooklyn New York that had been their only connection to the outside world. Then one day Irving returned stating that the radiation levels within many regions had reduced enough for it would be safe for mankind to emerge from the vaults……though for many this was terrifying as generations have been born and died within the vaults and never experienced the outside world.
We would emerge from our steel prisons to experience the world for the first time, Irving’s voice every so often breaking through the broadcast to welcome us to the New World and so we will begin anew. We would be walking into history and eventually legend with General Irving as our guide through our new history “For everything that once was, will give birth to what will become” and we would begin anew, humanity would show it’s resolve and show that it will take more then nuclear fire to erase our resolve and with Irving at the helm the people where more then motivated. He was looked at as the George Washington of the New World, the people wanted him to lead the New World as King, they wanted Irving to guide us into our uncertain future.
He would simply state that he is not a man to rule over others, he is not a man to control the masses for he is just a simple man….He helped birth the closest thing to the Old World with the NCR, helped form the NCR’s military and created the Ranger Division. He helped oversee and set up the first democratic election system within the New World and without Irving we would never have survived those early days……though eventually Irving would begin to walk the roads as a courier in order to bring new life to other sections of the Wasteland and spread the word of the NCR, it would be his work as number 17 that would redefine Irving as a person and give birth to his famous quote “Everything is as Everything was.” as he simply watched the people fight amongst each other for supplies, food, water and women……As he walked the roads less traveled and forgotten, he would watch as tribes rose to power, territory would be fought over and new wars would begin.
Mankind would once again be at war with each other when they should be working together to survive the harsh new landscape and soon we would here the words of Irving once more and those words were simple….”War Never Changes, we need to forgo our nature of conflict and work united if we are ever to survive as a species….We will only further divide ourselves if we continue to fight amongst ourselves.” and eventually his words from above will be heard…..Irving is a ghost of the Wasteland now and one that helped give birth the NCR and the same man that attempted to kill what he birthed once it had become clear that something born from the blood and tears of patriot would rise to be a new Authoritarian Regime with it’s roots dipped into the poison of Fascism, long gone were the days of it’s Democratic/Socialist Republic.
Irving would see no more of the NCR and he would emerge from the Old 127 a changed man, he would emerge wearing the flag of Old World Blues on his back and leaving the lifeline to the NCR and the Wasteland burning within nuclear fire once again, he would as well leave the new Eagle known as the Bull burning as well……as he put it, the Bear and the Bull had become to vile to be allowed to survive. He once fought to end fascism within Europe, and he will never allow for the return of the Eagle under a new banner……for he showed the world that war never changes, only men do.
Even though his actions are to considered vile, even though he is hated by all within the wastes save a few, even though he walks the couriers mile he still holds a special place in the hearts of those that remember Irving from his days on the radio; we remember his old world fireside chats, we remember that he actually cared about us and probably still does regardless of what the NCR states. The war the couriers have engaged in has had it’s impact within the wastelands, the war they have brought directly to the Bear, Bull, and the BOS has been felt throughout and one day maybe we will once again be free of tyranny, for as much as Irving tries to ignore it for he is a founding father, for he is part of the colonial army fighting against the might of empires and he is a true hero of the wasteland….and one day once we in the NCR are free of our tyrannical government maybe then he can be our George Washington as we already see him and the couriers as those founding patriots we read about and learned about from Irving all those years ago.
This goes for the rest of the couriers as well, you are not forgotten, you are not forsaken, we the people remember your sacrifice and your cause, we remember the words you spoke all those years ago, we thank you for everything you have done for the people, we thank you for the civilizations that you have birthed and we will always remember the words of Irving stating “War Never Changes, Only Men Do.” and the words of Indiana with “War has lost it’s meaning”………We are eternally grateful for the words of wisdom from those that have scene more war then one can ever imagine or fathom, we just hope one day that we can repay you all and especially General Irving for everything you have given us…..in the immortal words of General Irving “Let God not judge me for my actions on this day, let him judge me for the life I have lived…..may God have mercy on each and everyone of us.”

Well it’s time we broke the silence that hovers around the Wasteland Outlaws and dive into the story that is the War of the Couriers. Though first I will do a little explaining about the 21 most deadly and dangerous people to ever live….introducing the 21 Surviving Couriers of the Courier War. First and foremost this is not a top ten style list, those numbers are there courier numbers and they are very important and these 21 men will kill anyone who tries to steal their number and only through death or retirement can someone’s number be granted to another; for example number 7 originally held by Addison Mayweather and than he retired and settled down in parts unknown only than was his number issued to another a man by the name of Drake Dixon and after Drake’s death and the return of Mayweather was the original number 7 restored, otherwise Drake and Addison would have fought to the death over the simple number 7.
From what I have been told by my contacts the numbers are very sacred to these men as it shows when they joined the order of Couriers and how long they have been within service, so for example Wesley Burns is number One and that means he is the very first and the original of this order though basically according to my sources the numbers 1 – 21 are all within a day or two of each other of signing up, so I guess that means basically this list is all the original couriers. Now I don’t quite understand why a courier is someone to fear as it just a package delivery man and they are tough but nothing special, though according to Father Bastion of something called the B.O.S. these men aren’t your everyday package delivery men.
He talks about them in fear and awe stating that these men travel something called the Wasteland with ease, battle all sorts of beasts that would make the paranormal creatures in the Amazon look like a house cat, they travel through the harshest conditions on foot and combat every faction in the wasteland and only hold loyalty to each other. These men used to be the delivery agents of some of the rarest and harshest supplies and materials, well that’s till the start of the courier war and something called the Great Divide……….seriously I have no idea what this old timer is talking about…….but he claims that these men are the real deal and need to be brought to justice for what they have done.
His ramblings are hard to follow and so is his communication as it is choppy at best almost as if he is speaking through a drive thru speaker box…….he states that each of them has something unique about them and most of them have something called a Turbo GRX system implanted and have access to VATS which makes them nearly unstoppable in combat….they have access to a world of information at their fingertips through some sort of wrist computer; He keeps breaking up when I try to confirm the name of this device, though he states this thing can access targeting systems, auto inject chems and meds, deploy the Turbo GRX, give them up to date regional information, and aid them in battle with this VATS system whatever the hell that is.
Wait….Who’s there, No I didn’t order pizza…………………………………………………………………………………………..
UPDATE 03/12/2075:
According to our contact Father Bastion the Couriers are starting to emerge from the wreckages of the Wasteland and emerging back within the gamer many have walked away from and reclaiming their long lost numbers. We have learned that there are far more than we once believed and they are seemingly preparing themselves for yet another Couriers War and those within power are terrified of the bloody outcome that will scar the nation if these Wasteland Outlaws are allowed to remain breathing.
Reports from something called the NCR state that Number 56 has been spotted near something called the Old 51 with another courier numbered 66 as well covering his six, The NCR states that Courier number 42 and rookie Courier number Unknown interfered in the judicial execution of Courier number 17 the most wanted man in all of the Wasteland. He was to be suspension hanged within the settlement of Primm and than his head to be severed and shipped all over the nation to let the people know that number 17 has been dealt with and those in charge can rest easy.
According to Father Bastion Number 42 and courier number unknown but goes by the handle of “Ashmore” assaulted Primm during the execution and Ashmore using a courier favorite drug “Turbo” managed to stop number 17 from having his neck broken and freeing the NCR of that maniac forever. Ashmore and number 42 destroyed a Primm landmark and absconded with number 17 leaving many NCR soldiers injured or dead in the process; the NCR has issued an alert and warrant for the capture or death of both 42 and Ashmore.
Well according to our contacts this is just the start of the New Courier War and will only get worse as the seasons go by, the old world couriers are a plague on the Wasteland and they are a plague on any civilized society. I am not totally sure what these people are rambling about as I never heard of Primm or the NCR though it could simply be one of the many tribes within the wastes outside Seattle or even well basically anywhere within the wilds of this country. Though he is very nervous that 17 is back in action and so is someone named President Oliver Jackson of the NCR…….I have heard the ramblings and they are basically pissing themselves over this specific courier and the level of destruction he is capable of bringing forth.
Hey until I was basically contacted by Father Bastion to take this page over seeing the last guy up and vanished I simply thought Couriers were simple package delivery guys and the entry point for anyone trying to enter the world of being a “Runner” yet from what I have been told by Bastion and others it simply seems these couriers are more than meets the eye and already basically legendary runners within this Wasteland……I guess even the wilds need there criminals.
Well I was just contacted by Father Elijah of something called the “BOS” and he stated that a group of ten couriers entered, ransacked and pillaged something called the “Madre” and left the Eastern Villa in ruins during there unwelcomed assault. He states that Couriers Indy, Happy Trails, Jade, Sapphire, Defrag, Eddie, Dark City, Grassy, Cisco Kidd, and new comer Twain (Number Unknown) not only breached the Madre they where able to open the location and steal the “Prize” from within with ease…..he says he tried to intercept them though do to the fast fingers of the Wastelands best hackers Eddie and Grassy the Madre was left with zero defense.
Again I am not sure what this Madre is but it seems to have this Father Elijah very upset and he claims his life’s work has been ruined by these metaling couriers and that he goes on to state that he is aiding the NCR in there capture of these couriers even though he seems very disgusted with the thought of working with this NCR……..again not sure what that group is and why Elijah is upset with them.
According to NCR scouts Couriers number 1, 2, 4, 5, 7, 8, 9, 13, 31 and Twain where spotted near the 51′ Gulp and Go before seemingly disappearing using stolen Institute or Enclave technology. The NCR sent troops to investigate the area and haven’t heard back from there men, rumors are already spreading that number 17 made short work of the NCR scouts and rangers…..and no further rangers are willing to investigate the region out of fear of 17………………………………………………………………Who’s there?
